that the Interpreters at the Magistracy, the Supreme Court and the Police Station whose names are in these lists were, as I have not the least doubt they were, part of the gambling house, the probabilities being able to wake anything out of being extremely small. Even with his suspicions aroused the Captain Superintendent of Police would have been unable to understand these lists without the assistance of Shan Yin, especially as no dates and names in full are given. The only foreign names in the account are those of Messrs. Fat-Lau-oy (a magistrate) and Fu-bei-po (a barrister), and it is not suggested that they are down as having received money, they are simply put down to explain in whose employ the persons bribed were.
The Captain Superintendent of Police has dealt chiefly with the members of the Police force who appear from the lists to have received bribes in respect of Wa Lave. I don't know whether my steps have been taken to obtain the lists and accounts of the Cheong Hing Street house, the books and pledges of which were said by Shan Yin to be kept on the 2nd and 3rd floor of the most Easterly of the new houses in Upper Lascar Row; but it is quite possible that Lau Chi made payments on account of the Cheong Hing Street House to the same extent as Shan Yin made some on account of the Wa Lave house. This was clearly so in Witchell's case and in Osmund's.
